Bilateral consultations were held with decision-makers and other actors from all sectors \u2014 government agencies, civil society and social movements, the private sector, finance, and international organizations \u2014 across different regions of Brazil. <\/p>\n\n\n\n<p>The paper is authored by Adriana Abdenur, Izabella Teixeira, Jaques Wagner and Pedro Abramovay.
